Salary Range: $85,902 – $106,808, commensurate with qualifications and experience. Generous

Position Summary
The Town of Marion is seeking a qualified, experienced, and community-oriented professional
to serve as Harbormaster. The Harbormaster is the leader of Marion waterways, who is a liaison
with the Marion boating community, the Marion marine businesses and the citizens. This
position is responsible for the administration, supervision, and enforcement of all federal, state,
and local laws, bylaws, and regulations governing the harbor and waterways. The Harbormaster
operates under the direction of the Chief of Police and works in close coordination with public
safety agencies to ensure safe, lawful, and efficient use of the community’s waterways.

Essential Duties and Responsibilities

  • Patrols town and adjacent waterways to ensure the safety of the boating public, compliance with environmental rules, and the lawful conduct of commercial activities, with more intense patrolling from May 1 to November 1.
  • Supervises and directs all department employees. Assigns duties, monitors performance, and immediately advises the Chief of Police or designee of serious crimes or infractions of departmental rules and regulations. This includes preparing and submitting required reports on incidents occurring during shifts including findings of preliminary investigations and periodic follow up reports; ensuring required subordinate reports are submitted in accordance with applicable rules and reviewing reports for completeness and accuracy per the department policy.
  • Enforces Massachusetts General Laws Chapter 90B and applicable maritime regulations.
  • Administers and manages the mooring program, including assignments, waitlists, inspections, and records.
  • Oversees harbor operations including navigation safety, vessel compliance, and waterway use.
  • Coordinates emergency response, search and rescue, and marine incident management
    with Police, Fire, EMS, and the U.S. Coast Guard.
  • Works as an extension of the Town’s public safety organization under the leadership of
    the Chief of Police.
  • Maintains charts, permits, citations, incident reports, and enforcement documentation.
  • Prepares and manages departmental budget, capital requests, and grant opportunities.
  • Advises Town officials on harbor planning, maritime policy, dredging, and coastal
    resiliency.
  • Works collaboratively with Conservation Commission, Marine Resources Commission,
    Shellfish, DPW, and other boards and commissions.
  • Conducts public outreach related to boating safety, regulatory compliance, and
    environmental stewardship.
  • Ensures compliance with environmental regulations, pump-out programs, and spill
    response protocols.
  • Attends meetings and responds to emergencies outside normal working hours, including
    nights, weekends, and holidays.

Minimum Qualifications

  • Be a U.S. Citizen (Birth or naturalization).
  • Must be at least 21 years of age at the time of hire.
  • Possess a valid Massachusetts Driver’s License.
  • Not be a convicted felon or have convictions from another jurisdiction that would be treated as a felony in the Commonwealth.
  • In accordance with Massachusetts General Law, candidate must establish residency within 15 miles of the limits of the Town of Marion within one (1) year from the date of appointment.
  • Must pass a Background Investigation.
  • High school diploma required; Associate’s or Bachelor’s degree in Marine
  • Transportation, Environmental Science, Criminal Justice, Public Administration, or related field preferred.
  • Understanding in harbor management, marine law enforcement, commercial maritime operations, or related field.
  • Practical knowledge of boating and/or fishing operations, including familiarity with local waterways, maritime practices, and vessel safety.
  • Working knowledge of boating laws, navigation rules, and coastal resource management.
  • Ability to exercise sound judgment in enforcement and emergency situations.
  • Strong leadership, communication, and organizational skills.
  • Massachusetts Harbormaster Training Council Certification (ability to obtain within one year of hire).

Preferred Qualifications

  • Massachusetts Police Training Council (MPTC) Police Academy or equability
  • Ability for Peace Officer Standards and Training (POST) certification
  • Ability to obtain an unrestricted Massachusetts Class A License to Carry a Firearm (LTC-A)

Working Conditions


This position requires year-round outdoor work in variable weather conditions, vessel operation, physical activity, and availability during peak boating season. The role functions as part of the Town’s public safety operations and must be responsive to urgent and emergent situations.
