Prothman is assisting the City of Quincy, Washington fill their open Police Captain role.

Quincy is a city of approximately 8,100 residents in central Washington’s Grant County, located about 30 miles northwest of Moses Lake, 30 miles southeast of Wenatchee, and roughly 150 miles east of Seattle. Once primarily an agricultural center, Quincy has evolved into a regional hub for data infrastructure and energy-intensive industries, supported by some of the lowest electricity rates in the country. Set on a semi-arid plateau shaped by the Columbia River and Ice Age floods, the community enjoys hot, dry summers, cool winters, and a landscape of irrigated farmland, basalt formations, and open terrain. Housing consists primarily of single-family homes in established neighborhoods and newer developments, and residents are served by the Quincy School District (including a recently constructed high school campus) and the newly built Quincy Valley Medical Center. Recreation is a genuine draw here, with the nationally recognized Gorge Amphitheatre just 10 miles southwest, the Quincy Lakes Unit of the Columbia Basin Wildlife Area offering fishing, hiking, and birdwatching, and Columbia River boating access at Crescent Bar only 10 minutes away. State Route 28 connects the city to Interstate 90, commercial air service is available at Pangborn Memorial Airport about 30 minutes away, and Leavenworth and Lake Chelan are within easy reach for year-round recreation.

The City of Quincy operates under a mayor-council form of government, with the Mayor serving as chief executive and the City Council providing legislative authority and policy direction. The Mayor is supported by a City Administrator who oversees daily operations and coordinates service delivery across departments, and the City provides a full range of municipal services with approximately 66 full-time equivalent employees and a total 2026 budget of $107 million. City functions are organized across Building, Engineering, Public Works, Parks and Recreation, Police, Finance, City Clerk, Fire Services, and Library. The Quincy Police Department is a full-service law enforcement agency that partners with the community to reduce crime and the fear of crime while increasing the livability of the city, providing a full complement of law enforcement, records, administrative, community service, animal control, and animal shelter services. The Department operates with a 2026 budget of approximately $5.7 million and 31 full-time equivalent employees, including the Chief of Police, one Captain, 20 Police Officers, one Community Service Officer, three Records Clerks, and one Administrative Assistant. The Department also oversees the City’s Animal Shelter, staffed by one Manager and three Animal Assistants.

Reporting directly to the Chief of Police, the Police Captain serves as the Department’s senior operational leader, responsible for the day-to-day management, direction, and performance of police operations, including patrol, investigations, and clerical functions. The Captain establishes operational priorities, implements departmental policies, evaluates performance, manages staffing and resources, coordinates critical incidents and major investigations, supports budget development and strategic planning, participates in labor and personnel matters, and may serve as Acting Chief of Police when designated. An associate degree or at least two years of college-level coursework in criminal justice, police administration, business administration, or a related field is required, a bachelor’s degree is preferred, and candidates must have at least ten years of progressively responsible law enforcement experience, including a minimum of two years of police management experience at the rank of Sergeant or above. Advanced training in police management theory and practice is required, as is certification or equivalency through the Washington State Criminal Justice Training Commission, a valid Washington State driver’s license, and successful completion of a comprehensive background investigation, while bilingual English and Spanish skills are highly desirable.
